    Or they have been given time to demonstrate the issue has been solved. Being called to a PI under multiple reasons is not rare even for non-cowboy operators, neither is a PI being postponed.

    I would take that with a pinch of salt. Unless GWR have done a deal to take TfW's 158s which should be coming free over the next 6 months or so. It might be that they are pausing driver training until the 175s are more reliable.
