What would the "appropriate action" be, and how would they know your neighbour had a TV hung on the party wall? I live in a block of 4 flats, and the other 3 have TVs. How could they be sure they were detecting a TV in my property?

To within 12"? If, like many people, you live in a semi-detached or terrace property, your neighbour's wall mounted TV may well be within 12 inches of being in your home.

No it's not. From the TV Licensing Website:- "You need to be covered by a valid TV Licence if you watch or record TV as it's being broadcast." "If you don’t watch or record television programmes as they are being shown on TV, on any device, you don’t need a TV Licence." That's correct...
