XC Shortage of train drivers

New job has me on Cross Country services 3 or 4 times a week varying from Cheltenham to Sheffield or Manchester. It’s a truly appalling service, unreliable dreadful trains, always overcrowded, non existent seat reservations and then the ‘Voyagers’. Why is this allowed to happen?
