Our experience is that when offering out of court settlement amounts, it’s very usual that the company threatening to prosecute includes suspicious journeys on other company’s services in determining the settlement amounts. (Where they bother to do a data trawl that is, which is not all the time.)
A quick check seems to show the class covering all the Pontypridd to Bay diagrams again today. So maybe 3 units out is now the norm. The fourth diagram to be covered will be very interesting!
Given that you’ve come to the railway’s attention before for not having the correct ticket, you may need to work a little harder than usual in persuading GTR that you are not going to continue evading the correct fare.
Unfortunately you have two choices. Either pay up, or face prosecution and be found guilty (because you are), which will result in a conviction (which most people are very keen to avoid), and a fine and costs which are very likely to exceed the offer made to you.

Given all the doom and gloom we were hearing about the units from one contributor (who has gone strangely quiet for the last month), it's really positive that there seems to be slow but steady progress in rolling the units out.
