I would hope so, given that the engineering works were not announced when she bought the (non-refundable) ticket. Had she known at the time, she would have gone via Strasbourg/Luxembourg instead - slightly longer in theory, but quite a bit cheaper and less prone to long delays.

What date are you looking at, and at what point do you get the error? I tried a couple of random dates in June using my DB account on the bahn.de website, and was able to work all the way through the process until the final booking confirmation (which I didn't do for obvious reasons).
