I thought the "penalty" element on a PF was simply a premium on top of the anytime single to the next stop.
I.e. if the single is £50, then the PF is £150(?), but that's effectively the "face value" of the ticket you get sold.
I've not thought about this at all, so it might be a hilariously misguided.
I've always assumed that penalty fares aren't in any way eligible for delay repay. But my speculation is "why not?"

Counterpoint: Solar panels (lower cost energy), Railway electrification (less polluted atmosphere), 5G masts (better internet connectivity), more electric car charging points in urban areas (less polluted environment).

Once again, wild speculation not actually supported by any meaningful data. I know this is the speculation forum, but this is about as laughable as the idea that we could also free up capacity by reopening (and quadrupling) the York road tunnels and terminating some HSR at moorgate.
You mean the wealthy bits who have a historical habit of opposing any development whatsoever? The opposed the M40 with it's myriad of local junctions too.

How long would it be reasonable to completely shut the WCML for whilst this work happened?
What about freight? How are longer platofrorms going to decrease the cost of moving a container from Wolverhampton to London Gateway?
Capacity is not just about "number of seats", it's about paths...
I think increasing capacity on the WCML is the only way to keep reasonable control pricing in the face of ever-increasing demand.
