This is what you need to do. GWR customer service. You are claiming for the difference in fare between standard and first because the train that you traveled on did not convey the advertised first class accommodation so you have to travel in standard.
If it was not possible to purchase the ticket before boarding the train then I would inform customer relations if you feel inclined. I say that because it sounds like a refund was issued at the ticket office when changing trains and the correct fare charged.
