Not true.
If you read the report it doesn’t mention Accident just Misadventure in the statistics narrative.
But if you look at the graphs, they show the 25% for Accident/Misadventure.
Seems very poor proof reading, and the categories may have been merged.

To my eyes the line in the distance is starting to curve slightly to the left.
