Who benefits from the Delay Repay scheme? Customers or train operators?

Just to add my two cents on this as a regular user of both South West Trains and it’s successor Southwestern, I believe the figures are only so high because South West used to automatically deduct the compensation due from the cost of the next season ticket. I have no idea how they worked this...
