Because Transport for Wales is the main train operator serving the station. CrossCountry, the only other operator stopping at Lydney does not manage any stations because of its large network.

I can recreate this issue on the LNER site for travel on the 29th December. There are buses between Crewe and Shrewsbury that day.
The 29th January looks fine, you can book the direct services that day.
Yes there is a lift to platform 3, it’s on the other side of the main entrance to the stairs.
The platforms don’t update on the RTT site for Shrewsbury, presumably because of the semaphore signalling. National Rail or the TIGER Worldline departure boards are the best for live platform info.
