    IIRC Lothian Buses went through this whole buggies-in-wheelchair-spaces conflict several - maybe ten or more - years ago. The final upshot was that bus layouts were changed to provide two spaces on the bottom deck* (and thus fewer actual seats). I don't believe any legal argument was involved...
