Presumably that means most retail systems are rounding down, but some aren't.
Plenty of Scottish pubs have a sign saying "no off-sales after 10pm" implying they offer them before 10pm.
I can't recall ever having taken a pub up on that offer, though, given their prices.
It fits perfectly. Using Facebook as an identity provider (to authenticate logins) falls under "off-Facebook activity" alongside everything else (including the more problematic data-mining).
A cynic would suggest they've tied then together to confuse the issue, and make it less likely people...
Typically, ITT documents do not outline every legal requirement that applies to those tendering... It's generally expected that those tendering will follow the law!
I'm not sure how you get to that conclusion. It describes emergency RRVs as "unplanned" not "unscheduled", and explicitly says they are unlikely to be "unscheduled" which would be required to be outside of the Regulations:
