There are plenty of stations without parking.
There will always be proposed new stations where car parking will not be possible.
In addition, Cambridge is not really a city for cars.
Gentrification is probably currently focused on the Baltic Triangle (hence Liverpool Baltic) and the area between the Isle of Man Passenger Terminal and Everton's new stadium (aka Liverpool Waters).
What I mean is that as only 50% of passengers ever claim it is the equivalent of the TOC having to pay out 50% of the ticket revenue for each one hour delay (i.e. 50%*100%+50%*0%= 50%)
In other words, if I was producing a budget or a business proposal within a TOC I would make an delay repay...
One is almost exclusively to transport passengers from one station to another.
One is there to take people to all parts of the city centre, of which other stations is but a part. Because of this alternative focus there is less concern about stopping directly outside the railway station.
I have. Travelled last week from Altrincham to Warrington around 1400. Plenty of room. Around half a dozen young teens got on and off during the journey. Well behaved. No smoke bombs, balaclavas, knife crime.
