I’m only aware of a level 3 engineering apprenticeship with Network Rail. The only level 2 that I’m aware of is for operations, which generally would be aimed at signallers.

PTS should not be an issue. every new starter has to undertake an induction course (TR00) which is 5 days, one of the days is set aside for PTS training. If any individual already holds a PTS, they sit out the PTS training but still have to do the other 4 days.
Part of your onboarding process should have covered subsidised season tickets. For the record you get a 75% reduction, which is very employees entitlement..

From what you are saying, you have 4m overhang, if you take that without informing the police or having an attendant you are looking at a pretty hefty fine.

We haven't been informed as yet. I have 6 vacancies on hold, all have been sifted and awaiting interview dates. I have chosen not to do these via skype or microsoft teams. All I am waiting for is a date from resourcing as to when we can undertake face to face interviews.
