Does anyone know the system of train regulation used by Network Rail? From my experience as a driver, it seems they aim to delay as many as possible.

Send them an email politely inquiring as to a start date. This shows that you are keen, and if they are having to narrow down the qualifying applicants to the three vacancies, it might just swing them in your favour.

I saw the engine at about 21.00. It was held at a signal on the slow line just north of Stafford (heading south). I passed it on the fast then crossed over to go into platform 4. When I pulled into the station The Northern Belle was in platform 3 waiting to depart heading north. Quite a night...
My favourite would be to re-open Kenilworth, which used to have a station. It is I believe, now the largest town in Britain without one - and yet the rails run straight through the middle of it!
