The "Revenue" checking tickets?

When I was coming out of Leicester Sq Tube station today there were about five or six men asking to see everyone's photo IDs as they were coming out, and those that didn't they were probing them. They said they were from the Revenue, which I thought was odd as I didn't know the Inland Revenue...
