I would hazard a guess that this is for route refreshing/learning for engineering trains, possibly down to the August blockade of the Arun valley line.

I see it used frequently for test/recording trains... transit from A-B, record from B-C, transit from C-D, record from D-E and so on.

Currently on the day you have requested... 22/11/2020 on the Coastway the following are the only services booked to be class 313's. 2L08/09Brighton - Lewes - Brighton. All 2CXX Brighton - Seaford - Brighton. All 2PXX Bognor - Littlehampton - Bognor. Hope this helps.

Just a guess... it seems to spend more time in the workshop than it does out on the track.

During the Morning peak the Littlehampton to London Vic's follow their normal stopping pattern... hence the need for the West Worthing shuttles, after the peak they become all stops and effectively take over from the West Worthing's. The late night ones have always run.

313's still working Bognor, Barnham, Littlehampton and Portsmouth and Southsea diagram with no signs of change in the December timetable.

No London Waterloo's from platform 4 that I can see only one to London Victoria.
