Modern point motors are fitted with point locks regardless of whether they are on facing or trailing points, so there should be no requirement to clip them. Signaller's permission (maybe MOM's as well?) should be sufficient.
Like you, I thought that RETB was obsolete, but I've just discovered that Park Signalling did an upgrade of the RETB in Scotland a few years ago. Maybe they could provide the equipment.
