I'm sure that using the zone map in the 2nd link provided above, the "short-haul" single ticket is valid for any single journey that is purely within one of the 3-digit sub-zones. For example, Hamburg Hbf is in zone 000 so the cheapest ticket would get you to any other station within the bounds...
