If we can have banking apps, we can have GPS-based ticketing apps. Security isn't binary. We wouldn't build anything if we gave up because something isn't foolproof. You just need risk management and for the the levels of fraud to be acceptable.
There is a ton more risk scoring you can do, too...
App developers can require eg Play Services and use Play Integrity etc to only run the app when the phone passes integrity. Plenty of tools and tricks available to gain trust in the location data and the device/OS in general
Aye. IIRC reducing subsidies was even in the Labour manifesto if you read it carefully? It was definitely fairly obvious in the budget at least.

Novotel was my favourite in Manchester - quiet (if you get a room at the back), great central location, windows that open ! It's now taken over by a brand I've never heard of - a&o - and I read they're very much making it more like Travelodge. Might still be worth a punt at around £50 a night...
