I think the sheer length of closure is mainly for the bridge, which, unlike most of the ones on the Huddersfield 4-tracking section, is being built in the same position as the old one; said bridge just happens to provide the pedestrian access to Church Fenton's platforms. From what I've seen...

Based on RouteView (Network Rail's air operations) photographs, Newton does appear to have its new FS building in, supplementing the existing. It sits on the trackbed of the old Glasgow Central Railway route between Newton & Carmyle, as does the switch farm from Clyde's Mill 275kV Substation...

I suspect the resources (i.e. labour) for W2B/W2C may well be different to the current alliances on W3/W4 and E234.

The April 2030 part to me reads as showing the whole thing from Leeds to Church Fenton, and doesn't delve into the specifics, so a temporary extension of the electrified area to, say, Cross Gates doesn't feel outwith the realm of possibility.
