Adverse possession of Network Rail land

If Network Rail are aware of their use of the land, then the possession may not be regarded as "adverse", especially if there has been an offer to buy the land... Plus, is the land registered or not? If it is registered, he won't get very far I feel as the owner will be contacted in first...
