Scotrail don’t have to go through the DfT/Treasury approval process.
There always has been a degree of DfT control over rolling stock but it has definitely got worse since COVID because not leasing rolling stock or authorising overhauls is a decent saving when it comes to meeting the DfT rail budget.
You have a real job to persuade the DfT to authorise the expenditure.
