Ticket scanning / On-board sales commission

It's good to see EMR and the RMT have come to an agreement for a 2p per scan and 6% commission for their guards and train managers.

What are the rates like at other train operators now- I'd like to put a list together.

Also- at TOCs where this has been implemented has anyone noticed an uplift in tickets being checked. e.g. at CrossCountry?

That seems to be what everyone is getting offered. WMT accepted the same back in Jan (minus ex-Silverlink)

At EMR it's a bit more nuanced - the "Regional" (ex Central Trains) Senior Conductors have an uplift to 6% commission. No other grades receive commission. They will also get 2p per ticket or railcard scanned.

The Intercity/Connect (ex MML) on train staff including train managers, customer hosts, crew leaders etc get 2p per scan but no commission as now.

EMR Revenue Protection staff are counted as station staff for collective bargaining and thus aren't covered by the agreement and receive no payment.

Revenue protection staff seem to get no commission anywhere as it would incentivise issuing penalty fares over unpaid fare notices or MG11s. Is there anywhere where revenue staff get commission like conductors?

Southern do not give their Conductors or OBSs any commission for scanning tickets. But they do get commission for sales. OBSs get a flat 50p per ticket. Conductors get 5% (rising to 8% for the rest of the month once £2,000 worth of tickets have been sold in that month). Conductors also get the same 5% or 8% rate when they cover OBSs duties.

So for example a Southern Conductor would get a commission of £31.25 (7day std) or £47.45 (14day std) or £47.45 (7day 1st) or £72.50 (14day 1st) from an All Line Rover sale but a Southern OBS would get just 50p. So for expensive tickets it makes a big difference. It is only ticket sales under £10.00 where it works out that an OBS makes more.

I hear that onboard ticket sales have reduced a lot since covid which obviously means much less commission money. I know a Selhurst Conductor at Southern who used to regularly sell over £1,000 worth of tickets in just one single day with all of the anytime travelcards and weekly season ticket renewals. But now he barely even sells £1,000 worth of tickets in one month.

I have put together two lists below below of commission rates. It is useful to have a summary. Please correct me if anything is wrong. Some of the train operators have had commission changes and increases in recent years so it might no longer be all up to date. There are also some i am not sure of.

I'm wondering if LNER train managers have recently gained a ticket scanning payment, as on my commute I am having my ticket checked a lot more in the last few months than previously. Also when travelling with my wife we are getting asked for our 2T Railcard regularly, which was very hit and miss previously. On a journey from Newcastle to Northallerton last week the TM came through three times! (OK, it was a 5-car, but even so).

The incentives do drive improved ticket checks. I am all for them as a win/win for all sides.

Shared productivity bonus, new technology introduced, reduced fraudulent travel and revenue loss, increased staff visibility etc etc

I would like to see them introduced on WCML South now.........

At Transpennine Express, conductors also receive £1 per weekend upgrade (WET tickets) and 2p Railcard, Smartcard and concessionary pass commission.

They might for electronic tickets, but I think it is having the reverse effect for CCST. Guards seem to be very conscientious in scanning etickets, but when I hold up my CCST (most of my journeys involve cross-London) it usually gets barely a glance. No money in it for them to check it, let alone go to the effort of "clipping" it (doodling on it, or whatever).

I do wonder if GBR will try to standardise everything once it is fully up and running. They seem to be offering 6% for ticket sales and 2p for ticket scans to a lot of operators recently. Maybe that will become the new standard rate.
EMR ticket examiners (there's only 2 staff members remaining in that grade, both part time) are staying at 3.5% as they are grouped under the revenue protection/stations bargaining group.

Don’t they receive a salary? Surely that counts as “money in it for them”?

Ok but at least they are out looking at it. I also bet the percentage of paper tickets on most routes is falling very quickly.

Anecdotally that would match my experience

I would be inclined to offer a higher amount for checking a railcard, or alternatively not to give the commission if a ticket scanned with a railcard discount doesn’t have the railcard scanned.

That’s based on the number of cases we see on the disputed board where someone is caught with an out of date railcard and they say they haven’t been asked for it in months.

A large proportion of railcards are still non-digital. Paper and plastic railcards still very prevalent.

A CCST doesn’t require much more than a cursory glance, date, ticket type and where you’re going too. eTickets are much the same, the scanner beeps indicate validity, a cursory glance at the origin/destination will back up if they’re on the right train in the right direction.
On longer distance journeys where people are likely to have a change then it will usually get a double check, but on local/regional journeys it’s easy to cursory glance.

Although seeing some of the most proactive and visible conductors on the network Greater Anglia (ex-Anglia Railways) staff afaik still only get 5% commission for those on older contracts whereas newer entrants get a maximum of 4% and less than that for the first few months. None get any payment for ticket scans and are regularly monitored & picked up if they do not meet expectations.

If they get their scans during the busiest parts then they can avoid going through on the last East Suffolk/Felixstowe :D. Unserious post of course, though I wouldn't blame them for hiding in the back cab on those services.

GWR ticket examiners get 5% on every sale from day one of each period, no staff at GWR get money for scans.

LNER is 5% for TMs. No scanning payment. Not much in terms of sales, especially now that upgrades are promoted by the app so there’s less chance of selling an upgrade onboard.

It’s down to personal preference but there’s no way I’m charging someone extra for a train going to the same place a couple of minutes apart but there’s a few colleagues who would hammer people for a full Anytime single for boarding the :27 and not the :24 departure but each to their own.

RPOs are zero commission and I’m not sure about ticket office staff.

Given the emphasis on "you MUST buy before you board" nowadays, I'm surprised there's even a mechanism for selling tickets on board, let alone paying commission. Except for the comparatively few stations that don't have a ticket office or machine, of course.

I too have noticed an increase in ticket checks in the last few months, and rail cards being asked for. Sometimes the inspector seems quite disappointed when my paper/plastic ones are produced, which merit barely a glance. I bought a ticket at the counter at a GWR station recently, and was surprised to find it was a flimsy paper one with a QR code printed on it, which was subsequently scanned on board. I thought this must be the way it's going to go, so that the checkers do get their 2ps, even with non e-tickets.

Good for you. I've seen this issue at York when pax get confused because the two Edinburgh departures get close together because the "stopper" is a bit late (especially as they're both booked off the same platform in most hours).

From what I witness on a daily basis, not many GA conductors hide. Im quite shocked when travelling with other operators across the UK at how poor they are in comparison.

I would be inclined to offer a higher amount for checking a railcard, or alternatively not to give the commission if a ticket scanned with a railcard discount doesn’t have the railcard scanned.

That’s based on the number of cases we see on the disputed board where someone is caught with an out of date railcard and they say they haven’t been asked for it in months.
A large proportion of railcards are still non-digital. Paper and plastic railcards still very prevalent.
In which case, the guard/conductor would accept a 2nd prompt on their device to confirm that they have verified the Railcard is present and valid.

EMR ticket examiners (there's only 2 staff members remaining in that grade, both part time) are staying at 3.5% as they are grouped under the revenue protection/stations bargaining group.
What does their job involve out of interest? What services do they work on?

That's very good. EMR are generally pretty good but a few too many do hide, I hoping that the ticket scanning payment encourages some more checks as fare evasion is quite high but is never really picked up on.

In all honesty I think the majority of times conductors don't sell tickets is when their machines are broken. Our conductors seem to be proud of the company and their services.

Yes that was a regular issue a few years ago but not so much now. Biggest problem seems to be the card printers but even that doesn’t matter when guards carry paper roll printers too.

You may find it all unravelling soon - dispute about Sunday working arrangements has come to a head and they will be looking at their EMT cousins with the scanning payment and wondering why they don't have similar deal.
