I'm sure this isn't right; but, just to start the ball rolling -- Fleet??? (Clue alludes to the Victorian melodrama of Sweeney Todd, the Demon Barber of Fleet Street...)

Or; probably equally hopeless, but in pursuance of further thoughts about old Sweeney -- Toddington (Gloucestershire Warwickshire Railway)? Maybe a ton there, of something which our anti-hero doesn't need?
