Is it? I understand the term "city" to be roughly equivalent to German "Stadt". It's equally a title that some places get to have, while others don't. Many places try to get the title, one of the recent successful ones being Jüchen. The biggest place that isn't a Stadt is Seevetal near Hamburg, while the smallest "Stadt" is Arnis, which has 300 people in it. "Großstadt" is just any "Stadt" that has more than 100,000 inhabitants.St Davids is a bit smaller at a population of 1600 vs about 2500 in Stanley.
I doubt there'd be a world competition, because most of the world doesn't have city status - e.g. in German the word for city is just Grossstadt - "big town". Something St Davids definitely isn't!
