As far as insulation goes, those that can afford it are often the most profligate with energy, so overall the incentive not to waste a limited resource is a good thing. That also undermines the Government's mealy mouthed rhetoric on improving the nation's housing for what it is, - yet another policy (or lack of one) that unfairly discriminates against those less likely to vote for them. It would probably embarrass it to take the matter seriously, which would benefit the economy, the nation's health and at least slow down this gallop towards ever increasing inequality.
