The possible reopening of Wellington (Somerset) is a promising move, but there are a few issues:
The railway is right at the edge of town, not particularly accessible to a large section of the population.
Wellington is quite insular, with only the younger generations feeling the need to visit the metropolis of Taunton with any regularity.
Taunton Station itself isn't particularly well-sited either, so the reopening will only be of limited use for shorter journeys. For trips to Exeter and further afield it will probably have decent usage.
