Here we go again...
The British government has quietly extended coronavirus lockdown laws to give local councils in England the power to close pubs, restaurants, shops and public spaces until July 17, the Telegraph reported on Saturday. https://bit.ly/3p8zwwC

This does NOT mean that the government is thinking of keeping pubs closed until July.
The article refers to powers that the local councils have to shut down premises that are not obeying COVID rules
that are set by the government.
To take one example, at the moment pubs (in England) are not allowed to sell takeaway alcohol. If a pub sells takeaway alcohol in contravention of these rules, the councils can use these powers to fine the pub or issue a closure order.
If the government subsequently decide to ease the rules to allow pubs to sell takeaway alcohol again, the council can no longer fine or sanction a pub that sells takeaway alcohol.
You could interpret the extension of these powers for six months to mean that the lockdown is going to last until July, and that the rules will stay as they are at the moment until then.
But I think this is unduly pessimistic.
The figures are improving all the time, and I think there is a very good chance that there will be at least some easing of the lockdown rules after the next review in the middle of February, to take effect around the time of the budget.
The government is in discussions with the hospitality industry regarding what restrictions might be in place, and have said that a likely date for reopening of pubs will become apparent within the next few weeks once they have had a chance to look at the data and the long term trends.
It is quite likely that there will be a progressive easing of restrictions in the Spring and early Summer, so that by the time the powers expire in July they will no longer be needed.
Don't forget that whether the lockdown continues is governed by the regulations laid before parliament, which currently have an expiry date of March 31st. It is quite likely that MPs will want to see plan for easing the restrictions put in place before extending the restrictions, or that the restrictions which apply from April 1st onwards will be less onerous than they are now.
I also think the situation is not helped by papers such as
The Covid Bedwetter (which used to be known as
The Daily Mail) having headlines such as
Pubs Could Be Closed Until JULY.
The likelihood of pubs staying closed until July is either vanishingly small or non existent, and something would have to go seriously wrong with the the figures for this to happen. It may well be the case that it is June or July (by which time the vaccination levels will be approaching those at which herd immunity is achieved) before all restrictions on pubs are lifted, and this is why these powers have been extended until then.
