90039 is currently working the 4M25 06:06 Mossend-Daventry/4S47 19:13 Daventry to Mossend flow with 90040 and has been for a while now - so hopefully easy-ish to track down.

67012 is "under genius control" on TOPS, so probably on Thunderbird duties (was sighted at Newcastle, but that was 8 days ago); or if not the ATW loco-hauled services. Others may have more specific whereabouts for that one.

60047 is currently on the Dalston Oil Terminal / Grangemouth (incl Carlisle Yard) circuit and has been for a couple of weeks at least. Right now it's on 6S36 08:32 Dalston Oil Terminal to Grangemouth Oil Terminal running 151 Late!

Depends who you're referring to in terms of the compensation - in terms of the freight company's customers I fully expect they'll be specific clauses as part of each individual haulage contract around late running/cancellations (and both ways - as quite often the customers who cancel freight workings last minute leaving the FOCs with locos/drivers standing idle). These clauses with depend on many factors - e.g. what's being transported and how time critical is it?

If you're referring to knock on delays to other TOCs/passengers and other FOCs, the "offending" freight company suffers a financial penalty for the delay (if it was their fault) depending on various factors including the knock-on delays caused. The whole thing is a lot more involved and complicated than that and it's an industry in itself working out who's to blame, how much the penalty is and who pays what...!

No worries - bit more on 67012 - it was moved to Tyne Yard on 13 Dec and has been the Newcastle Thunderbird since around then until at least the 5th Jan. It's most likely still on Thunderbird duties, but they do shuffle them around occasionally, so may or may not still be there.

In the case of the Dalston - Grangemouth Oil (empties), I strongly suspect there are no penalties since 151L is not unusual (nor 60E). Although it is a short run, it does have to dodge all of those pesky pendolinos on its run.
