It is an interesting idea, but the seating in the top deck would need to be at least 2+1 for there even to be a point in it.
Doesn't this gallery design depend on the 'gap' between the aisles on the upper level being above the walkway on the lower level, to give headroom to walk along? That's what it looks like to me. So 2+1 on the top would infer perhaps 3+2 on the bottom.
That would be a good idea.
How are you going to make it accessible to all?

I see no reason why it couldn't be done. 3+2 on the main level and 2+1 on the upper would yield a very high density indeed.
One of the main functions of the CalTrain stock was to carry bikes. Several carriages had large numbers of main deck seats removed in favour of bike racks. My recollection is that the main deck ran the length of the carriage, over the bogies, but this arrangement probably wouldn't fit within the loading gauge here. To fit there would have to be vestibules over the bogies at standard height, with say two steps down to the lower deck between the bogies, and two steps up to the upper level. Provision for standees, wheelchairs, luggage, etc, could be made in the vestibule area rather than the dual-level part of the carriage.

Well the most crowded metro railway line in the western world (so excluding Japan which is just nuts) uses double deck stock extensively..... with transverse seating.
So its not a hard rule for metro routes.

Good point. That reminds me - I remember using the RER in Paris in 1986 and thinking thats what we need in London. Shall we call that more than 30 years before Crossrail will be running in London ?.
I recall Crossrail is being built to a larger guage.
Do we have any idea what stock would be used on HS2 if built - surely that would be a good opportunity for Double Decked stock.

I also remember in 1988 there being talk of an East - West line to relieve the already creaking Central line. Shall we call that 30 years before fruition.
Crossrail was proposed at least as far back as the 1930s, albeit it was called something else.
